Insulation of Flat roofs

Over the past 5 years or so, the Kyoto Treaty has begun to force the western world into re-thinking its position with regard to the environment, and guidelines for emissions have been set. I won't go into those guidelines at this point.
Part L of the building regulations set out the amount of insulation that is to be used, so that any new build or refurbishment of a property is carried out to reach the new heat loss standards. As our interests here are to do with roofing, and particularly flat roofing, I will try and keep to information on this area. Let's start to break this down.
New building projects encompassing new flats, houses, offices and so on - "New Build".
Renovation works, which are old properties that are being refurbished - "Refurbs".
The regulations are different for each and I will go into both over the next days.

Calculating the above is further complicated if the existing roof makeup and insulation is unknown
